The flow charts below defines the Windchill 10.0 out-of-box functionality of the Promotion Request Process. It shows step by step instructions on how to create the Promotion Request Approvel Process and Promotion Request Review Process.
Understanding Promotion Request Objects
A promotion request is a informal request to change the state of a collection of objects. It is a vehicle that allows one or more objects to change to a target state. The promotion request collects objects that are in a “In Work” state for promotion. Promotion Requests can not collect "Released" objects and are only created in the Windchill common space.

The out-of-box Promotion Request uses two Workflow Processes that are listed below.
1. Promotion Request Approval Process
2. Promotion Request Review Process

Each process has a set of tasks and roles associated with it. A user can choose the process and add team members to the roles when upon a creation of a promotion request.
Promotions can be used from-to any state combination as long as there is a promote transition defined in the promote life-cycle template. A user can pick objects from any range of states, but can only promote them to a single target state. There is an enhancement starting in M020 that allows the Promotion to do the Revise as part of the process when using a Two Phase life-cycle
